He directed his spies and hackers within the federation to spread fragments of his “dictatorship proclamation” under various false identities, spreading rumors to smear Jin Zhe and Jin Xuan brothers and calling on the people to establish a cult-like organization to replace guide schools, collecting and training guides exclusively for sentinel service.
