It seems YR is infiltrating organisations that scam good causes and ordinary people out of vast amounts of money, which is intended to better their lives, or compensate them. It’s not stealing from the rich, but from people that need the money.
Seems they are linked by someone very powerful 😬

Double-agent, right? The one giving him ‘orders’ and the one assisting him seems like different people. The one assisting him is likely from government/military background bc they could help by giving Lu Zexuan orders and vacations. While the one ordering him sounds like a dark faction he had to infiltrate.
