Luo XiaoLou was not referring to the cost of all the mecha parts, but rather the cost of the cheaper materials required. 

Most mecha makers used finished mecha parts that had been made by someone else, which saved them time and effort. While this may cost around three and a half million dollars, there was still a lot of money they could make. This was the reason why the more advanced the mecha, the more profit it made. It was just that good mecha makers were equally hard to find.
